[PLUG-ANNOUNCE] [PLUG] ANNOUNCEMENT: PLUG Server is back to normal.

The PLUG server has been relocated to 198.107.38.238, and all
the DNS changes should be effective everywhere by now.  Actually,
the changes should have been effective by mid day yesterday.

Let me know if you hear of any problems.
