"Web development" generally implies server-side programming (PHP, SQL, 
CFML, JSP, ASP, Perl, etc.).  "Web design" generally implies client-side 
HTML, CSS, non-programmatic Flash, and Javascript.  Web development 
involves programming, web design generally does not (HTML and CSS are 
not programming languages, they're markup languages).  Of course, 
there's no hard line between the two.

By comparison, the term "application development" has applied for years 
to work done in higher level client-server languages/platforms (e.g., 
Visual Basic, Powerbuilder, Delphi, etc.), in contrast to "software 
development" done in lower-level languages working closer to the OS 
itself (e.g., C, C++, Java, etc.).  And, "web development" implies a 
similar level of complexity to "application development", but scripting 
against the web application platform of choice, instead of the older 
client-server platforms.

So, Brian's job posting seems to be using proper terminology -- "web 
developer" -- at least to my eyes.
