Yes it is.

Or you must hire a a lawyer,  to handle the three party contracts with
insurance companies and corporations you enter to have the benefits of the
license you applied for.

Travel is another story,  and Liberty is Travel.

You don't HAVE to apply for any benefit.
Driving is indeed a priveledge.
Travelling is a Natural right.
