But we DON'T understand it. It has to be interpreted by the Supreme Court time and time again. 

Language (especially English) is vague. Words have multiple meanings. String multiple words together, and you have a host of meanings. Yes I'm being over simplistic, but I'm making a point. 

No language is exact, except math. And that too is debatable.
