If you are using a hands free kit, I agree with you. If you are using one hand to hold the phone, I disagree.
It would reduce your reaction time, cause you to have to take another action prior to reacting to the emergency. This probably adds 2 or 3 seconds to the length of time it takes to reacte. In 2 or 3 seconds, your car travels a long way. Assuming the following distance of most of todays drivers, that 2 or 3 seconds puts you on the other side of the car in front of you.
