You two are terminally confused.  Individual laws often conflict.
Courts are there to figure out which one applies, or if a statute
passed is illegal because it conflicts with the Constitution.  If they
"get it wrong", the legislature is there to write a new law to try to
fix it.  There is nothing surprising or difficult to understand about
that.
