Yes, you can. Live outside the service district. 

There are areas in Lane County, just outside Springfield that are not
serviced by the local fire department. Big todo about it several years
back. It seems that someones house burned to the ground because the fire
department couldn't (legally) fight the fire. Since we no longer have
fire brigades, they lost their house. Guess what? Insurance then decided
it wasn't covered, because there was no fire protection in the area. 

Seems to me everyone is better off WITH the fire/police/ambulance
protection.
