I'll second this reccomendation for easystreet.  I've been very happy with
them myself.  They have an "enthusiast" option with the static IP where they
*expect* you will running servers (linux/bsd/whateverelse) and they are cool
with that.

I don't know about the email account spam... I'm running my own and
haven't looked at the easystreet one in many moons.  Perhaps I should take a
look. :)
