The point was, of course, that actions on foreign soil should not be part
of the conscripted lot of soldiers and choices to leave the homeland (and,
thence, not be directly defending your people and territory) should never
be mandatory for enlisted men.  They signed up for one thing and shouldn't
be forced to do another.
