She probably thought it was going to cause job loss in the name of
saving money.  If she had been shown a plan to pay the same money 
to supporters of open source alternatives, maybe she would have 
been more receptive.  How much of the cost of proprietary software
is maintaining registrations and how much of it is salary and other
things that no politician wants to impact negatively?  Sounds to
me like she sees a negative here, maybe saying she supports big
business and blowing her off is an overly simplistic attitude.
It sounds like regulation, what is needed is a stimulus to get
open source alternatives noticed better.  New regulations normally
don't stimulate.
