Not if you consider commercial truckers "tourists." They pay a weight-mile
tax (which they hate) and that's why then need a trip permit to go through
the state. What's interesting about this system is that many commercial
vehicles fuel up in Califormia or Washington (depending on the direction
they're traveling) and don't pay any fuel tax in Oregon because they get
through the state on one tank of diesel fuel. East-west is a bit different.
