Ah, yes. I thought you were sufficiently aged and experienced to know
better. As the drone wrote, it ain't Congress or any regulation, but the
arbitrary and capricious decision of those who stand at the gates to the
(ahem!) "sterile" areas.
I see this all the time in my business, particularly with federal agency
employees who are neither civil nor of service.
Frustrating, isn't it?
