[PLUG-TALK] Hydrologists?

I have a house in Clark County (outside the city) which is on a sloping
lot. Before the area became a subdivision the City of Vancouver had
wells in the area to supply water. I can understand why they chose
this location, as I have a serious water problem. Through the crawlspace
are running two tributaries of the Columbia River. During the summer
they become mere mud runs, but this time of the year fish could live in
them. The yard, however, is merely damp on the surface. In other words,
it is ground water that is coming up under the foundation.

I have checked with Clark County trying to determine if tiles or
drainage systems were installed during construction. Apparently, 90
days after the final inspection Clark County sends all building plans
to the recycler. "The public won't give us enough money to store them"
is what I was told. Apparently they haven't heard of microfiche in
Clark County.

I am considering hiring a professional to determine where the ground
water travels. That is, I have already installed a french drain, but it
has not solved the problem. Before going further I need to figure out
where and how deep to build a drainage system. Otherwise I am engaged
in an expensive crapshoot.

The problem is that I have no idea how to find said professional.
Googling on "hydrologist" turns up only people who study major rivers
and urban water contamination issues. Maybe "hydrologist" is not what I
am looking for. Or maybe I should just get a water witch. 

Any suggestions welcome.
