Perhaps replacing SAIL with a F/OSS application would be a PLUG project.

Mr. Shepard,

Thank you for your email bringing this issue to our attention about
accessibility on the Multnomah County. I spoke with a member of our
technical staff this morning and found that many of our web based
applications were purchased many years ago before there was much support for
web browsers other than Internet Explorer and Netscape. Due to fiscal
limitations, these applications don't get replaced as often as we would like
and sometimes we have a vendor that won't upgrade the software for new
browsers, or will only do so at a prohibitive cost. I have a message in with
a person involved in this program (SAIL) but it appears to be one that
hasn't been updated for better accessibility. As we move forward and look to
replace these applications, like you note in the linked news story, we are
absolutely only considering options with wide browser support and that are
the most accessible for the general public. Please contact us if you have
any further questions or concerns, and thank you again for your feedback.

Sincerely,
Sean Files
