I'd say it's a slippery slope that one needs to make their own judgements about. As long as the person in question is not doing anything illegal, it's up to them to make their own decisions about what to spend money on, even if that money comes from the government as assistance. Some programs, like food stamps, have limitations placed upon them, but cash is cash, and for that, we trust that people will do what they see fit. 

Personally, I would not want it any other way. 

Or we will end up in the world Neal Peart wrote about when he wrote the song "Witch Hunt". "Those who know what's best for us must rise and save us from ourselves."
