Portland could have a faster option then Comcast if their was the investment
Fiber could be ran using microtrenching and could be started in one
neighborhood and expand over time:

Ideally Portland could also invest in point-to-multipoint draft
802.11ac (maybe 802.22 WRAN?) connectivity and have a WISP to compete
with Comcast.
