That's old school DSL, with the DSLAMs in the PUC-regulated central
office.  To get faster, they have to deploy the DSLAMs in neighborhood
closets (so-called fiber-to-the-node).  The ILEC gets exclusive access
to those customers, no more ISP shopping like before.
