The city of Portland now requires that employers provide
an accumulating one hour of sick leave per one week worked
(or something like that).  A friend has a small business
with one full time and one part time employee.  Her accounting
firm offered to do the accounting for this, for $10 a month
with a $35 setup fee.  

This seems like the kind of thing that could be done by a 
webapp for a much lower cost, especially if there are no
penalties for small over-estimates.  Writing the webapp
and offering it as a $5 per employee-year service might
be a moneymaker for somebody here.  Anyone interested?
