[PLUG-TALK] Car charger performance

I bought a car charger--lighter socket-to-USB.  I tested it under two
conditions: open circuit V = 5.13v; 7.5 ohm load V = 4.42v (=> I = 589 mA).
 This is outside the USB2 spec.  Is this typical for these cheap things?  I
want it for charging a cell phone, so I expect that this will work, but
this performance doesn't seem good.  Opinions?  (I hope to test it over the
full range (2.1A max. rating), but I need a few more resistors to get the
job done properly.)
