FWIW, the value of the water system is $6.7 billion, according to
David Schaff the Water Bureau Director who ought to know, when I asked
him.  The estimated cost of a full buildout of municipal fiber is
about $450 million.  So, you are wrong about that by a factor of about
15 (conservatively disregarding the "a lot" part).
