Have you considered FedEx or USPS Express Mail'ing a hard copy, either
on paper or on a thumbdrive or optical disk?  Who is your interlocutore?
I don't mean specifically, but generally what kind of relationship do
you have with them?

You could put the documents under a rock in a park and then tear up a
message about where to find them into 7 pieces and deliver them by
separate carrier pigeons, and trained squirrels.
