The Oregon system is good at optimizing for small-scale fraud while 
making large-scale fraud very difficult. That is, it's relatively easy 
at the household level for one family member to submit a ballot on 
behalf of another, but doing so alters only one or two votes per "work 
unit of fraud" and is unlikely to affect an election with any degree 
of certainty.

Large-scale election fraud in Oregon would require hacking core 
computer systems (not just voting machines in the precincts) and quite 
probably suborning multiple state employees. It's not an impossible 
task, but it would likely require a fairly large conspiracy. Even 
then, there would be a paper trail subject to a manual recount.
