When I look for something on, for example, Home Depot's web site, they
assume I'm in Hillsboro or Tigard (varies with moon phase apparently). If I
want to see if it's in stock in the local store I have to migrate to it. Has
nothing to do with my web site or domain registrar.

So? Then the renter can change the IP address geolocation.
