[PLUG] Linux bootup arp request?

Apparently, when you boot up a Linux Redhat 7.3 box, it sends out
an arp request to see if anyone is using the IP address it has
assigned
to eth0. If it receives a reply, it does not enable eth0.

Normal behaviour, right?

However, this particular box is plugged into a Cisco PIX dmz. When
the Redhat box sends out the arp request, the PIX actually replies
back
with the MAC address of the Redhat box. Apparently, the Redhat box
doesn't
do any checking to see if the reply has its own MAC in it or not, it
just
doesn't bring up the interface at all if it gets a reply.

This is a problem, because if the Redhat box is rebooted in the DMZ,
it
will never come up on the network until it is unplugged from DMZ, the
network services restarted, then plugged back into the DMZ.

Is anyone familiar with this issue? Does anyone know how to change
this
behaviour in Redhat?
