Yep. If you wish a users to be able to mount the floppy add "user" to the
options portion of fstab. A man fstab will give you the options.

Ctrl-Alt-F2 just switches you to a text console. The X server is still
running on the seventh console. You are switching to different sessions and
not stopping and restarting the X server. You must do one of the following
to get the X server to stop and reread the configuration file.
