MAX Park-n-Ride is probably the best choice.  You'll have a lot less
trouble finding a parking slot, and I don't think it costs anything
either.

Take MAX to the Library, and the Streetcar to PSU.  Tri-Met has a great
trip planning web application at http://www.tri-met.org/
