[PLUG] Even root can't write to /tmp?!

My wife's Mandrake box started having a lot of KDE trouble last night, so
I rebooted it.  After it came back up I found that KDM wasn't starting so
I tried running 'startx' and I got a message about how the lockfile
couldn't be created in /tmp.  I checked the permissions on /tmp and
they're wide open (as they should be), but when I tried to copy a file to
/tmp (even as root!) I get:
cp: can't create regular file, permission denied

What gives?
