[PLUG] Auto-detection of ethernet cable

Hey,

I was wondering if there was a way to detect if an ethernet card has a
cable plugged into it?  

I currently have a laptop and use DHCP just about everywhere I go.  I
would like to have dhclient (debian 3.0r0) start only when a cable is
plugged into the net card, similar to win2k/xp.
