I can answer that.  Plugger is a mime-type handler for Mozilla/Netscape 
(others?).  At least those two projects have been off-loading the concept of 
Helper Applications to plugger.

If you are using one of those browsers (sorry, forgot if you mentioned that 
before), go to Help | About Plug-ins.  If you see Plugger, then you're 
already using it.

The config file resides in /etc/pluggerrc.  The man page is okay, but I 
still can't figure out how to launch xmms properly when the browser 
encounters an .m3u extension.
