Making bad CS analogies it sounds like despotic(sp?) or dictator rule is
constant time, them as you move towards true democracy it becomes NP-hard.
I wonder if it is possible to apply recursion or some other trick of algo
design to improve democracy? :)

Maybe there is a clever divide and conquer approach?  Perhaps that is the
role that representatives are supposed to play.  But I think in this case
they may have blown the stack...
