It may need to be created.  On SuSe, root doesn't have a .vimrc either. 
  I'm not sure if regular users have one created by default.

On SuSe, there is an example vimrc at:
/usr/share/vim/current/vimrc_example.vim
which might be more than Stephen needs.

Stephen, you could just create your .vimrc with the options that people 
suggested.
