This might not be Outlook or Evolution's fault.

Are you using Postfix? There is a bug that is fixed in the latest
version that causes attachments sent from 8-bit capable MTAs to 7-bit
MTAs to go haywire.

If you are using Postfix, you might want to see if that is the problem.

I would also look at the maillogs to see if there are any other
interesting weirdneses.
