read and post to the list, through the news server, without receiving the 
messages via email at all.

I would think there would be software out there that would gate messages in 
this manner, without the need to open the list to abuse. i.e., all messages 
in a newsgroup are gated to a mailing list, and vice versa. Unfortunately, 
spam gets injected into news servers as well, so then you can't let the 
newsgroup be propagated through the news servers of the world. And you have 
to require people to log into the news server to post and/or receive.
