IIRC, I had an error message similar to this one when I tried to use CPAN
to add some modules about a year ago. At the time I had perl 5.00503
which was very old. When I compiled & installed version 5.6.0, the
problem went away.

Apparently, if your version of perl is too far behind the current rev,
CPAN won't play nice with it.
