Follow-up questions:

* Is there an ftpd entry in /etc/inetd.conf?

* Have you HUP-ed xinetd in a while? I'm wondering if there's some 
  kruft in the running daemon that's been excised from the filesystem.

* Failing all else, do you get anything by doing

  grep -r 'in.ftpd' /etc
