Not with _your_ firewall as configured, I don't think.  That's what
dump2.log was telling us when you used /usr/bin/ftp.  /usr/bin/ftp
didn't work until you explicitly turned passive mode on.

Don't be confused: passive mode and extended passive mode work
completely differently.  It was a mistake on the part of ncftp to not
distinguish between them more clearly.
