Shannon has the problem nailed dead-on.
They are using a braindead FTP client that does not allow passive FTP. (NT
default)
... and ...
They are behind a firewall which does not allow *incoming* (to
them) connections on port 20.
Solution:
Ask them to use an FTP client that supports passive FTP.
