Hi Tom,

I remember you from PCC CIS240L!  I have not had
any experience with serial connection, but the man page
for pppd says that error 15 is because the peer is not
responding to echo requests.  This suggests that in fact
pppd  is working ok but that you might have an actual
modem configuration problem.  The man page for pppd
is quite extensive.
