[PLUG] your favorite stratum 2 time server

This is my /etc/ntp.conf. I don't know a whole lot about the
way this works, but it seems to be working as far as I'm able
to determine by checking it against NIST's time that you
can get over the phone. The web page below implies that people
are "invited" to use these servers. I haven't experienced any
problems.
