Good point.  I'll take another 30 seconds and look somewhere slightly
more likely, OGI:

The only problem with these academic institutions' libraries is that
you probably don't have borrowing privileges unless you either attend
them or another one with cooperative agreements.  However, I've never
been to one that doesn't allow the public to come in and read, and
after all, you aren't paying anything.
