To make the message loud and clear, write it by hand, hand address the
envelope and send it by first class mail.

Several years ago I sent numerous e-mails to Wyden and Smith.  After
getting zero response I called Wyden's office and was advised that there is
so much spam, political and otherwise, that "it is impossible to read it
all."  My e-mails were about the need for some controls on spam...
