[PLUG] Build error message

  This is getting rediculous. I try rebuilding the ntp-4.1.0-4.src.rpm and
it tells me I need libcap-devel-1.10.0 or greater. So, I grab the .src.rpm
for that and try to build it. But, it fails with this error:

RPM build errors:
    File not found by glob: /var/tmp/libcap-1.10-root/usr/man/man2/*
    File not found by glob: /var/tmp/libcap-1.10-root/usr/man/man3/*

  Now, it seems to me that the man2 and man3 directories should be created
by the package. They're not there. There is no man/ directory.

  Does this mean I hae a corrupted package? The file size appears correct.
All of a sudden I'm getting errors rebuilding packages. Doesn't make a lot
of sense to me.
