[PLUG] Why do some services not start?

I have a standard RH7.2 system with the usual culprits in my /etc/init.d
file.  However, upon startup at least three of the script fail to
execute but run fine when started manually as root.  The scripts are for
httpd, named, and ntpd.  There may be others, but I am not sure.  Some
scripts in this directory do run upon startup, so I know that the
directory is not the problem.

Does anyone know what causes this and how to correct it?
