[PLUG] Why do some services not start?

Russ, you get the big star :)

The files has links in the rc#.d directory, but they did not have
astericks in ntsysv.  I changed that and it worked as I wanted.

Now the question: what exactly does netsysv do?  Does it changed a
particular file or files and if so, which ones?
