Looks like a form letter. Change the words "digital rights" (which you 
probably included in your email) to any other issue, and that form will fit 
for anything. Most likely, The Honorable Mr. Smith didn't read you email, 
and some flunky working in his office got to choose what your letter was 
about, type it in, and produce the letter you got.

Aren't computers grand?!?
