One reason might be that you don't usually run Apache on your
CD-ROM's.

I created an online photo album that is generated with a single fairly
simple Makefile.  It takes a directory full of full-sized images named
*.JPG and builds thumbnails, medium-sized images and the necessary
HTML glue to hold them all together.  Works pretty well by itself with
a web server.  

Trouble is, when multiple such directories full of images are burned
on a CD-ROM, browsers don't provide very nice ways of navigating the
folders.  I found it useful to provide some top-level HTML glue.
