[PLUG] How to set up default user file permissions?

I used to know this, but I've forgotten and haven't found it in
my FM. 

When you add a new user as a private FTP only account, how do you
set the default file creation privileges? Can I do this in
/etc/ftpaccess, or does that not work for directories outside the
/var/ftp tree? 

I'm using RedHat 7.1 with a text-only interface.
