I know the public library exists, and whenever possible, I use it.  But,
I have found they they have a dismal selection of technical books, hence
the previous message.  If the library had such a great selection, why
would anyone buy books in the first place? 

Also, this system would allow for book reviews, similar to amazon.com,
and would keep a nice, updated list of books, both learning and
reference.  I feel that that it could be worth a monthly fee to be able
to "check-out" a good, quality book on a language I am only going to use
for side-projects, or something I am personally interested in.
