[PLUG] Highlighted URL creates popup window - turn off?

Right click the clipboard in the bank of icons beside the clock on the 
taskbar. There's an item in the menu that says "Actions Enabled". Click it to 
disable.

This is perhaps the single most annoying "feature" I have ever seen in a 
desktop environment.
