[PLUG] Multiple Daily PLUG list?

The digest form of lists can be configured to send out a digest whenever
X number of messages or Y number of bytes of message are queued up. 

When the size of the digest-to-be passes the threshold a digest is sent out.

This lightens the burst load on the server and the reader.
